Electronic Single Point of Contact for industrial licences (PCUEL) is the public IT platform through which applications for the Single Industrial Licence are submitted, managed and monitored.

The platform was established in the context of the implementation of Emergency Ordinance No. 140 of 19 October 2022 on the Single Industrial Licence, the normative act that establishes the legal framework for simplifying administrative procedures related to industrial activities. Through this mechanism, the authorisations, approvals and permits required are integrated into a single, standardised and fully digitalised procedure.

The Electronic Single Point of Contact for industrial licences (PCUEL) is a digital One-Stop Shop platform dedicated to the management of licences, authorisations and certifications required for industrial activities in Romania. Its main objective is the simplification of administrative procedures by integrating all requirements into a single streamlined process.

PCUEL contributes to supporting the business environment by reducing administrative barriers and shortening the time required to obtain the necessary documents. It ensures interoperability between various public authorities, eliminating the need for users to submit documents that are already held by the state (the “once-only” principle).

The platform is designed to be integrated into the national e-government system, the Governmental Cloud and the future National Interoperability Platform. It also enables interconnection with the European Single Digital Gateway in order to allow recognition of electronic identities across the European Union.

Legal framework and objectives

The Single Industrial Licence represents the administrative act through which the competent authority grants the right to carry out one or more industrial activities in accordance with the law. The introduction of PCUEL aims to reduce procedural complexity, eliminate duplicate requests for documents and improve communication between applicants and competent authorities.

The platform contributes to increased transparency and predictability in the authorisation process, ensuring a unified procedural workflow accessible in electronic format.

Functionalities

Through PCUEL, users have access to:

• procedures for obtaining, modifying and renewing the Single Industrial Licence;
• forms and applications available in electronic format;
• instructions and guidance for completing the documentation;
• information on applicable legal requirements;
• tracking the status of submitted applications.

The entire process is carried out through the electronic platform, reducing the need to visit public institutions and facilitating digital interaction with the competent authorities involved.

Institutional role

PCUEL is administered by the Office of Industrial Licensing (OLI), the institution responsible for coordinating the implementation of the legal framework on industrial licensing and for ensuring the functioning of the unified authorisation mechanism established by the applicable legislation.
